Özet
The Ottoman Empire did not show the same stability in the periods when its power was decreasing while it used its settlement policies in the interest of the state (XIX and XX centuries). The number of migrants (refugees) coming from Kalas, usually occurred after the battles or from the Russian pressure. Many factors, such as economic inadequacies, management problems and transportation problems, prevented the state from implementing its comprehensive settlement plans. Nevertheless, the state and the public have tried to do their best to help the immigrants within the framework of the existing opportunities. Immigration commissions have been established in order to make the aid more systematic and to adapt the migrants to social life in a fast way. However, the Grand National Assembly of Turkey was also carrying out similar activities to solve the ongoing problem of immigrants over the years since its opening. In this study, it is aimed to evaluate these institutions which provide communication between the state and immigrants by considering the organizations, financial conditions, activities dealing with immigrants between 1860-1923.
